I think the offer is completely reasonable.
However, the planned equipment is insufficient.
Wi-Fi is only really practical for mobile devices (smartphones, laptops); everything else should be wired.
I would have double network outlets installed everywhere (also with double cables), otherwise you’ll need a switch right away if the infrastructure is to be used properly.
There are also too few power outlets.
Five outlets in the living room? I have more just behind my TV, and those are mirrored on both sides of the room.
One light fixture in the kitchen? That’s possible, but spots and task lighting above work surfaces are better.
Make sure to have network connections installed in the basement and utility room, since that’s where the servers will eventually be located.

If you want to skip LAN cabling altogether (which I would never recommend), at least install a central outlet for a Wi-Fi access point on each floor. Either have a power socket nearby or provide power centrally via PoE. This way, you can achieve proper Wi-Fi coverage without relying on the "crutch" of repeaters.
