ᐅ Should a pathway be constructed if it is intended to be permanently covered with vegetation?

Hello,

I have purchased a newly built semi-detached house.

The houses are all built next to each other with garages in between.
There is a 1-meter (3 feet) gap between the two garages—1 meter (3 feet) for my neighbor and 1 meter (3 feet) for me.

I would like to install a garden gate in this gap, but according to the development plan, this strip must be permanently greened.

Now my question is:

What kind of path am I allowed to build so that I can walk alongside the garage while it still legally counts as green space?

The path should be low-maintenance (I don’t like grass because my robotic lawn mower can’t reach it).

Do you have any tips for me?

And despite the mowing edges, the wife still crawls along the edges with the “nail scissors.”

What does greening mean exactly?
In a narrow strip between two garages, many plants don’t survive. You can either plant ferns, but then it’s not really a path, or let moss grow. I would lay down wood chips or gravel. Then see if anyone complains. Do this together with your neighbors: a 2-meter (6.5-foot) wide strip works much better than just 1 meter (3.3 feet) next to a fence.

We don’t know our neighbor yet (construction has not started yet).

Ideally, we would definitely do this together with our neighbor.
A 2m (6.5 ft) wide gate, with each of us installing one gate into our garden.

My only concern is the path leading to the garden gate.

You can share any concerns with your future neighbor once the houses are built and you’ve moved in 🙂

After moving in, unfortunately, it will be too late.

If there is no proper solution, we will have to install a door behind the garage with an additional cost of 1500€.

What can I do now to build a path that must meet the following requirements:

It must legally count as permanently greened (due to the zoning plan / building permit).
It must be easy to walk on.
It must be possible to push bicycles over it.
Wheelbarrows for garden work must be usable on it.
All the above points should also be possible in the rain without sinking into mud.

Have you already asked the local authority or the developer what is meant by "permanently greened"? Several suggestions have already been made here, and I’m not sure what other answers you are expecting. There is no official standard for this.
