ᐅ Adhesive for Concrete Blocks (Wall) Exterior – Maximum Stability

I’ve been quietly reading for a while and finally decided to create an account.
We are currently in the middle of landscaping our garden, and right now we’re building a wall. I’ll briefly explain so you know what it’s about.
I dug a trench for a strip foundation, installed formwork, and poured concrete. The foundation turned out very well. It is 13.5 meters long, 70 cm (28 inches) deep, and 50 cm (20 inches) wide.
On top of this foundation, we applied a thick bed of cement mortar (2–4 cm / 1–2 inches) and placed our chosen stones on it (50 x 25 x 15 cm / 20 x 10 x 6 inches, concrete, just under 50 kilograms / 110 pounds per stone).
My father and I laid the first row of stones, aligning and leveling everything perfectly.
The following rows will be offset by half a stone, partly because we prefer the look, and also because we’ve heard it provides better stability. The wall is planned to be one meter (3 ft 3 in) high, with one side facing the terrace where we sit and the other side facing the soil (our garden is terraced with three levels). When the time comes, the soil side of the wall will be backfilled properly. Everything needed to protect the wall, like a dimple board, is already in place.
Now to my question: we don’t want to lay the next stone rows in mortar but rather bond them with a mounting adhesive. However, we’re not sure which one is suitable, as every hardware store expert tells us something different.
It should, of course, provide maximum stability (we’re not too worried about the soil pushing against it eventually, but the small slope of 80 cm (31 inches) will exert some pressure during heavy rain...) and be suitable for outdoor use. We plan to glue the stones one by one, with about 5–6 additional rows at 15 cm (6 inches) each.
