ᐅ Rebate Ventilation or Controlled Ventilation?

A new building was recently described in a newspaper where the air exchange is regulated through window rebate ventilation.

Is this a reasonable alternative to a controlled ventilation system, and does it help prevent mold?

How exactly does it work?

Probably only the cost factor was meant. How much does a window rebate ventilation system cost per window? Balanced ventilation with heat recovery is around 10,000–12,000 euros (EUR)?

What extra cost could there possibly be for drafty windows?

In older buildings: "The windows are drafty and should be replaced." "Oh, nonsense, that’s state-of-the-art window frame ventilation technology."

Edit: I’ll just add that this is mostly irony, before anyone here starts hyperventilating or having heart attacks.
