At the moment, the question is which windows should be fixed and which ones should be operable...
Is it possible to clean roller shutters installed on fixed windows from the inside?

Is it possible to clean roller shutters installed on fixed windows from the inside?

Is it actually possible to clean roller shutters that are mounted on fixed windows from the inside? No, only with a sponge on a broomstick.
Or you take them down.
I strongly advise against planning for a fixed window.

Spider webs can be easily removed with a Swiffer and an extension handle, leaving a small gap at the bottom for your hand.
In our house, we have now planned two fixed windows on the ground floor: a narrow kitchen window between the countertop and the wall cabinets, where there would otherwise be very little glass left, and a 2-meter (6.5 feet) wide glass façade that would hardly be possible to open anyway.

Also, consider windows that don’t open. Do you really need to clean roller shutters from the inside? We have PVC roller shutters from 1999 here. They have never been cleaned. My wife cleans a lot and enjoys it, but this topic never came up for her.
The only issue really is the fixed window units starting from the upper floor. That annoys her the most...
