From what I have researched, it is possible, in case of a fixed window, to remove the glass to clean the roller shutter from the inside every 10 years or so, and then reinstall it later using silicone.
If no rain hits the roller shutters directly and the windows are cleaned normally, there won’t be much dirt accumulating behind them.
Casper, you are right… in my current house, the roller shutters on the south side are still in perfect condition.
