We are currently planning a house (external walls with aerated concrete 36.5cm (14.4 inches) – internal walls with calcium silicate brick) and are looking for some suggestions on the best placement for the utility room, staircase, and guest bathroom. The living/dining area and kitchen are already decided.

The dimensions are hard to read... and are these interior or exterior measurements? It seems like a mix.
Also, it would be helpful if you read the pinned post and answered the questions accordingly. A staircase also depends on the height of the upper floor (probably a full storey?), the purpose of the upper floor, and so on.

I actually don’t think the sketch is that bad 😉
The exterior dimensions are 11.5 x 9 meters (38 x 30 feet). For the living room, I want a minimum room depth of 4 meters (13 feet), and at least 3 meters (10 feet) in the kitchen. The clear structural height on the ground floor is about 3 meters (10 feet) for us. The question now is which staircase is best to use and how to ideally arrange the guest bathroom and utility room.

Again: it’s a good idea (and even recommended) to start with a sketch to determine the best locations for main and bedrooms or the kitchen. You’ve already done that very well.
But after that, you can’t proceed without measurements.
A perfect example is your kitchen dimensions: simply stating that the kitchen should be 3 meters (10 feet) wide is pointless. It entirely depends on the kitchen layout. For a galley kitchen, 3 meters (10 feet) might be too much, but if you want a work surface with a central island that can be walked around on all sides, 3 meters (10 feet) would be too little. Also, the placement of the stove, refrigerator, or even the property’s layout matters, to ensure enough clearance in front of these appliances when their doors are open.
And the most important aspect of staircase planning: the upper floor (first floor/second storey)! The staircase connects the ground floor and the upper floor and should be planned first, of course considering how much space is needed on either side to allow for adequate and optimal room layouts.
