ᐅ Where is the setback shown on the site plan?

A silly question: What exactly is inside the black pipe that always sticks out of the ground on developed building plots? (see photo) We planned our house based on that. We thought it was the connection for electricity and so on. According to Netze BW, however, the conduit route is actually at the opposite end of the property. This results in a cable length of 30 m (100 feet). The multi-utility connection is now supposed to cost us €9,800.

That can’t be right, can it? The site plan doesn’t really show anything relevant for us there. But Netze BW says we should place the order and then they will clarify the details with the contractor.

Thanks, but could it be that the electricity and telephone connections are then located on the opposite side of the property?
