Hello, we want to build a house on a site where we previously demolished an old one. This is considered building within an existing property. An architect created a design. Ground floor area: 10 x 14.5 m (33 x 48 feet), with a separate apartment for one person upstairs. A structural engineer was hired to prepare the structural calculations—219 pages in total. The cost just for the structural calculations was €4,285 including VAT. Is this normal?
We also used pile foundations, and the structural engineering documents were included with the building permit application / planning permission. State of Mecklenburg-Vorpommern.

In North Rhine-Westphalia, I did not have to submit the structural calculations with the building permit / planning permission for a new roof.
However, the documents must be submitted to the city before construction begins. § 68 of the NRW Building Regulations explicitly requires three certificates: structural calculations, sound insulation, and thermal insulation. Compliance must also be personally checked and confirmed by the planner.
