Hello,

we plan to build a house next year, preferably a turnkey project.
Now the contractor said we should definitely submit the building permit / planning permission application this year to save 7,000 euros. Because from 1.1.2016 the energy-saving regulations will change.

What do you think about that?

In principle, that’s correct, but it’s a very simplified explanation... Building applications submitted from January 1, 2016, onwards fall under the stricter energy saving regulations. If you’re planning to build with a heat pump and a controlled ventilation system, this won’t affect you much. However, if you plan to use, for example, a gas boiler, starting next year you will most likely need a controlled ventilation system or a fairly large solar thermal system to support heating. And probably additional insulation as well.
And the controlled ventilation system alone can easily cost well over 7,000 €.

In other words, you will have to spend more money, resulting in higher maintenance costs for your house. (Filters and electricity consumption of the controlled ventilation system are significantly higher than the heating cost savings). Great deal, isn’t it? ;-)

If you’re only starting to plan now, you will have to make decisions very quickly. And with rushed decisions, you will probably lose even more than the extra costs of the 2016 energy saving regulations.

Actually, I do not plan to install a controlled ventilation system or a heat pump. Is it sufficient to build according to the 2009 Energy Saving Ordinance, or should one prefer KfW 70?

Achieving KfW 70 certification without a mechanical ventilation system and/or a heat pump is quite challenging under the current energy saving regulations (is it the 2009 or 2014 version?). From January 1, 2016, it will be even harder to get a building permit with this setup...

I will build with a gas boiler and without mechanical ventilation. I still have to submit the building application this year because next year, despite wall construction with a U-value of 0.16 W/m²K (1.0 BTU/h·ft²·°F) and triple glazing with a Ug-value of 0.5 W/m²K (0.088 BTU/h·ft²·°F) and thick roof insulation, it will be difficult. I do not want to be forced to install a heat pump, mechanical ventilation, or solar thermal system to support heating.

The KfW efficiency levels are not really that important. The extra effort you put into meeting KfW XYZ standards will never pay off over your lifetime. And the subsidies can be neglected as well.
