Where is that specified?
Sometimes there are house service connections ("ApL") in a basement, to which neighboring houses are connected. In such cases, it obviously makes sense not to route the service lines back to the street from each house separately.

A cable ring was laid by the telecom company at a corner of one of the properties. Could that be what you mean? What I described is the following: House B is accessed from the street, houses A and C are accessed via House B; the same applies to E, D, and F, and so on. This cable loop is "followed" by the conduits. Alternatively, House A can be accessed directly from the street, then B from A, and C from B.
