Is this a defect that can be claimed under warranty? What can be done?
Thank you!

Hello,
Did you only replace the toilet and flush valve?
The pipes might be old and possibly galvanized steel pipes with deposits.
It is possible that the minimum flow pressure and the required water volume are not available.
It is also possible that when turning on the water, deposits loosened and got into the flush valve.
I do not see a claimable defect in these cases.
To avoid such problems, I would have switched to a flush tank.
