I want to seal the concrete floor of my new prefabricated garage (PU or epoxy). According to the garage manufacturer, the floor must be ground first (I believe to remove the cement slurry).

Can I grind it using an orbital sander? What grit sandpaper should I use?
Or do I definitely need a diamond grinding disc and an angle grinder?
I want the floor to remain smooth and only remove a very thin layer.

What would you recommend?

At work, we also have a chemically resistant sealed floor, which is always roughened with a floor sander before being repaired and then resealed. I doubt that sanding removes much material.

In our garage today, the concrete was removed using a milling machine, and on Monday the cement screed will be applied. Visually, it looks very smooth.

Which manufacturer is your garage from? Have you ground and sealed it in the meantime?
