Is it possible to modify plastic windows to a smaller size? That is, to reduce the size of the window itself, not the opening in which the window is to be installed.

How could such deviations occur? I also think that modifying the windows would be too expensive. It would be better to enlarge the window openings instead. Expanding downwards is generally quite straightforward, while widening to the sides is more challenging but still possible. In any case, it will cost money.
During our renovation, we resized almost half of the windows and also installed some where there were no openings before. However, we have a partly timber-framed construction, which makes this really easy (since there are no lintels).

You cannot have the windows resized; the costs – if even possible – would probably be about the same as new windows. If the wall opening is widened, the lintel must also be enlarged; this would not have been an issue with “only” deeper windows, which is why my first thought went in that direction.
