ᐅ One-piece window sills – Reinforced stoneware

Hi everyone,
I’m new here, have been a silent “lurker” until now. I could really use some collective wisdom, thanks in advance.
We bought a house built in 1959. The windows will be replaced soon, they’re still single-pane glass.
Now I have an issue with the window sills:
The windows rest with the lower frame directly on the sill. At first, I thought there was an exterior sill that the window sits on and a separate interior sill—so two parts.
I wanted to remove the interior sill but leave the exterior sill in place to reinstall the new window in the same position (on the sill). However, I found out that the whole thing is actually a single solid piece, and reinforced…?!
So now I’ll probably have to break out the entire sill, which will naturally leave a rough edge at the bottom that needs to be rebuilt. What would you use for that? Is it possible to fill it completely with mortar/cement?
By the way: Has anyone ever seen single-piece window sills? That seems like a major thermal bridge... surely they must have been aware of that back in the 1950s?!
