ᐅ Floor insulation not glued or sealed to the screed

Hello, during our new build in 2017, I only just noticed in the photos that the insulation boards in the floor structure were not bonded (sealed) together. The edge insulation strip was also not sealed to the insulation boards. The underfloor heating pipes were seemingly “stapled” directly in place, and then the liquid screed was poured.

Now we possibly have hidden mold within the floor construction.

Who is responsible for inspections and any further necessary actions?

The reason for this assumption is the strong presence of silverfish and booklice, as well as a partial odor. The insects seem to be coming from the edge insulation strips behind the baseboards.
The walls are dry, and the indoor air humidity is between 30-40%, so rather on the dry side.

The insulation is correct. Was the concrete foundation possibly not properly sealed against rising moisture with a bituminous membrane? Also extending slightly up the wall. And was the exterior wall coated at the bottom with waterproof slurry? In one of the photos, you can see moisture creeping into the stone before the bitumen waterproofing. That stopped afterward. The gray waterproof slurry helped as well.

Hello, the foundation and the sand-lime brick wall have been cordoned off. However, I will review the photos again tonight.
As far as I remember, the brick facing wall was not additionally coated with slurry.

Regarding the floor, the insulation should have been glued or taped to prevent moisture from the screed from penetrating between the panels and also under the edge strip, or am I mistaken?

No, nothing is usually glued there. I don’t recall that.
