I am not aware of any regulation that prohibits flush-mounted installation. Of course, the installation must be appropriate, and the devices must have the corresponding protection rating.
In which regulation is that supposed to be stated? I am curious to know.

Also... then no power outlets should be installed on the exterior wall either, right, or didn’t the electrician do that either *grin* Luckily, the RCD was invented :-)
