ᐅ Development plan in a "village area," building permit / planning permission

Hello everyone,

We are currently at the beginning of planning a single-family home.
In our municipality, new building plots are being developed and will cost about €100 per square meter (developed) (approximately $10 per square foot).

I currently own a plot located in the village area.
Now we are wondering whether it is permitted to build a single-family house on this plot, or if we should play it safe and purchase a plot in the new development area.

The plot still needs to be developed, but otherwise, we don’t expect any further costs at this time.
For this reason, we are leaning towards building on this plot instead of in the new development area.
However, we want to be sure in advance that building there is allowed.

A friend who works at the planning office said about three years ago, "That should not be a problem."
But because of the new development area, we are unsure...

We are located in a rural municipality in Bavaria.

Perhaps someone here is familiar with the legal situation or has had a similar experience.

We would appreciate many responses.

You really can’t make out much from your small excerpts. If the MD (mixed-use area) is only included in the land use plan and there is no detailed development plan (building permit / planning permission), some plots here could be considered as lying in the “outer district” (rural zone). If it is not in the “outer district,” the obligation to blend in with the surroundings would apply without a development plan. If a detailed development plan were to be created—which I find unlikely for the village center, as the little that can be seen in the picture doesn’t suggest converted building land, and a neighboring residential area in the same cadastral district is more of a counter-indication—then the classification as MD would offer broader possibilities compared to WA (residential area) or even WR (core residential area). However, the local municipality should be able to provide some information, so we don’t need to speculate here.

What kind of drawings did you attach? Is this a puzzle?

You cannot simply build on a former potato field. It must be suitable building ground.
