We are choosing between four plots of land that we could buy from a private seller. Specifically, these are the four plots numbered in the development plan.

Plots 1 and 2 are approximately 500 m² (5,380 sq ft) in size. Plot 3 is somewhat smaller. Plot 4 is around 400 m² (4,300 sq ft).
The development plan requires a driveway width of at least 5 m (16.5 ft).
We are planning to build a single-family house of about 150–180 m² (1,615–1,940 sq ft) with a garage.
Which of the plots would you recommend and why?

Now I also see the €170/m² (about $16 per ft²). €450 is quite ambitious.What about the Röte III and IV development areas? For this small community, another 370 residential units are planned there, mostly single-family homes and semi-detached houses. The community first has to sell those today.

The municipality will first need to sell all of those units. Negotiations with the landowners are still ongoing, so it could easily take a few more years. By the way, the original plan was for the development area we've been discussing to be completed in 2022, and Röte 3/4 in 2023. The average lot size is expected to be roughly the same.
Then good luck with the negotiations. It will probably be difficult to convince the owners (who are likely not the municipality) about the new market situation.
A quick search showed land prices near Rottenburg am Neckar in the range of 285 - 350 €/m2 (approximately $26 - $32 per ft²). Personally, I would prefer east of the highway anyway, because I just find Tübingen a nice little town :-) .

When I quickly searched, I found land near Rottenburg am Neckar in the range of 285 - 350 €/m2 (approximately $26 - $32 per sq ft). Personally, I would prefer east of the highway anyway because I simply find Tübingen a nice little town. I agree with you there. I now also consider the offer clearly too expensive. The four plots have been listed on Immoscout since late spring.
That's funny. We live in Rottenburg and are also looking in that area. Do you have a link for me?
