If that was intentional, good work. If the site manager instructed him to do it that way, then you’re out of luck.
I would have it redone, if necessary at your own expense, with a different tiler. A balcony doesn’t cost a fortune. In any case, I would say it’s not worth a dispute.

THIS IS NOT PROFESSIONAL. Goodness, this is unacceptable. Okay, it seems to be installed neatly, but it should not be accepted like this. There is definitely something that can be done, although you probably won’t get everything redone. However, the tiler should admit the mistake.

It should have been done much more neatly. And: especially use larger tiles. My advice to the homeowner: flat tiles on top. Although I’m not sure if this is an outdoor area or not...
