We have been searching for a used property for a long time and have now fortunately been offered to purchase part of the plot from my parents-in-law. Of course, we were very happy and started planning the plot. At the beginning of this week, we received the first documents (see attachments), and I am wondering if the dream has already fallen apart!?
We are supposed to get the lower part of the plot, approximately 12 x 25 m (39 x 82 feet). From the building line (marked in red on the existing building), I understand that we must keep a 6 m (20 feet) distance from the dead-end street and must build exactly on this line. Additionally, in Lower Saxony, in my opinion, there is a mandatory 3 m (10 feet) setback from the neighboring property. Is this correct as I see it? Of course, I hope I am wrong, as this would ruin the entire planning (see attached screenshots Idea 1-3).
What options are there for exemptions or exceptions to the building plan? What else should we pay attention to, and is the appointment we have at the municipality next week even worthwhile?

If necessary, I would consider registering a building encumbrance (Baulast) that would practically not affect your parents-in-law and would give you up to 3m (10 feet) more width for the house/plot. An alternative is to adjust the boundary line to the building. I honestly cannot imagine that there isn’t enough space on the plot. You have to adapt to the conditions, and this option is available to you.
Registering a building encumbrance costs €250 (tax-free, NRW) for entry in the Baulast register and a few hundred euros for preparing the site plan. Combined with a subdivision application, the additional costs in NRW would be under €1000 (estimate/experience-based, without guarantee, and not necessarily transferable to other projects and/or federal states).
If building regulations allow, this gives you a significant increase in planning flexibility.
At this point, you first need to explore the possibilities and then adapt the house accordingly.

Good day, we have now visited the first two architects and discussed the building project. During the first visit, we did not receive any price estimate, which I find acceptable because they are planning precisely first and then will provide an offer. At the second visit, approximately 1900 euros per square meter (about 177 USD per square foot) was quoted for a mid-range finish. Based on our online research (1300 to 2000 euros per square meter, depending on the finish), we consider this price per square meter for a mid-range finish to be somewhat high. What are your thoughts on this?

Therefore, the comparison is simply not reliable. You need to look closely at what is planned, what exactly is included in the price, and so on...
