A balcony (4m x 2m) is to be covered with patio slabs (2cm (0.8 inch) thick). Which size is most suitable for a balcony of this dimension in terms of aesthetics and minimizing waste? The options are 60x60cm (24x24 inches), 90x90cm (36x36 inches), and 120x40cm (48x16 inches).

Choose whatever you like. There’s no objective answer to this.

Sketch out your balcony and "pave" it to scale using your chosen tile dimensions.

Personally, I wouldn’t go with 90x90, because with a 2-meter (6 ft 7 in) width, I wouldn’t like how a 20cm (8 inch) cut piece would look. The proportion would work better with 60x60. I also think 120x40 laid parallel to the long side looks good.
