we wallpapered the concrete ceilings in our house with painter’s fleece.
Now, rust stains are appearing on the ceiling in some areas.
Do you know if it’s possible to simply paint over them, or will the stains show through again?
What else can be done about this?

You probably did not apply enough primer. Did the actual amount used really meet the manufacturer’s requirements?
Usage test:
For the test, moisten the wall using a spray bottle or a sponge. If dark stains appear in the form of lines, hairline, or spiderweb cracks, applying a primer is advisable. If the liquid beads off or runs off normally, priming is unnecessary.
In this case, I would recommend applying a thorough primer coat again before painting.

Don’t let yourself be pressured—how about providing detailed information:
What type of substrate is it (wood fiberboard, drywall, or reinforced concrete)? And what kind of fleece? What does the fleece manufacturer say? What about the paint manufacturer? What kind of paint is it anyway?
