Hello everyone! This is my first post, and I’m looking forward to an active discussion! I have a question right away:

A conservatory was added later where there used to be a terrace. I want to convert it and use it as a full living space in the future. The roof is currently made of plexiglass and needs to be replaced with a proper roof and insulation. In the picture, you can see: the dark area is the ceiling of the first floor; the light area is the plexiglass. The floor is the former terrace floor, covered by carpeting. The area is about 20 sqm (215 sq ft).

How would you approach this? Do you have any good advice? And most importantly, how much would you estimate the cost to be if a professional handles this?

In my opinion, you should consult an architect, as you will need a building permit / planning permission from the city for this. The architect can also give you a more precise estimate of the costs involved.

You already have heating and so on. However, whether the glass elements, for example, meet residential standards should be checked by someone on site.

The color gradient of the cladding, with black at the top, could indicate a mold issue or at least a moisture problem. Have this checked before you cover it up. A professional will likely recommend demolition and rebuilding, with costs possibly ranging from €30,000 to €50,000.

Is the privacy screen also the property boundary? If so, then it won’t work as living space.

Thank you all for the helpful answers, I really appreciate it! Everything makes perfect sense. Mold definitely results from moisture; since the roof will be removed and rebuilt, this can be addressed at the same time. Experts definitely need to be involved in the next step; but beforehand, I would like to get a feel for the situation along the way.

What I didn’t mention before: the apartment is an inheritance and needs renovation. I now have to decide whether to invest or sell. If I invest, it will be done thoroughly. The 30,000–50,000 € (33,000–55,000 USD) estimate for these two issues does not surprise me.

The wall borders the neighboring property. See attached photo. My questions accordingly: 1) Am I not allowed to use it as living space BECAUSE it directly borders the neighbor’s land and there is no escape route? 2) If I am allowed, can it be used as a conservatory/winter garden, or is that also not permitted? 3) What alternatives could there be?

A heated conservatory (considered living space) triggers minimum distance regulations according to mEA. It is likely not permitted as it stands. An unheated sunroom might be allowed, but that’s probably not what you want...?
