ᐅ Is a photovoltaic system with storage and additional solar panels mandatory?

We have planned a 10 kWp photovoltaic system with a 4.6 kWp battery storage as a home power solution for an air-to-water heat pump.

Additionally, the consultant offered us a solar system that, according to the Energy Saving Ordinance, would be mandatory for a 40+ house. When we asked if this was correct, we were referred to a specialist for further review, whom we will only meet after signing the contract. This photovoltaic system costs around 3,500 € and we would simply like to exclude it.

Is the consultant’s statement correct that this is mandatory? If not, then it should not be a problem to leave it out.

If at KfW 40+ the only thing missing is the storage system (+5,000 euros subsidy), and you purchase the storage system together with the photovoltaic system (meaning VAT can be deducted; this is not possible with retrofitting), it can almost break even.
