ᐅ Is the offer for the single-family house acceptable?

Hello everyone,

we are planning to build a single-family house in the Altötting district (Upper Bavaria). We have received the following offer from a "builder" (or something like an architect):

Project:
Single-family house built to KfW55 standard
Triple-glazed windows (aluminum-wood)
Underfloor heating (including basement)
Basement with waterproof concrete tank (“white tank”)
Heat pump
Mechanical ventilation with heat recovery
Solid construction (Poroton bricks)
Living area about 150m² (about 9 * 12m (30 * 39 feet), one story)
Wood stove in the living room
Double garage
22° pitched roof

Services:

- Designing your house according to your ideas and wishes
- Preparation of planning submission including 3D simulation
- Preparation of working plans at a scale of 1:50
- Quantity calculations for bill of quantities
- Tendering of contractor services
- Checking received offers for accuracy
- Searching for cost-effective alternatives
- Creating schedules considering own work contributions
- Briefing and coordinating the contractors
- Managing the construction site according to your wishes and ideas
- Checking and approving invoices
- Continuous cost control
- Acceptance of services from those involved in the construction
- Handover of the property
- Personal support during and after completion of the house

"My offer for planning submission and construction management including all the above services up to turnkey completion (generally service phases 1-9 according to HOAI, fee zone III, minimum rate (€31,000))

€18,000 gross including 19% VAT, flat rate

Based on a construction cost of €280,000
A discount of around 40% is already included.
All official procedures and formalities, e.g., with the city building department, are included."

The company was recommended to us by other home builders. Our first impression of the company and its staff is very positive, friendly, and committed. We will request other offers as well but could well imagine accepting this one.

What is your opinion on this?

Hello everyone,
He bases his offer on the HOAI, the fee structure for architects and engineers, and offers a 40% discount accordingly. That is possible, but making counteroffers never hurts.

A "good" architect doesn't need to offer a discount (which, by the way, they are often not allowed to do); have you ever thought about that?

If he is an architect or engineer, then he has to comply with the HOAI. He has no other option.
