ᐅ Mounting rods for wall-hung toilet not submerged in water – is this normal?

We want to do everything ourselves regarding the bathroom area in front of the wall – during a walkthrough, I noticed that the mounting bars, onto which the wall-hung toilet is slid, are not properly level:

Also, unlike what I’m used to, these bars cannot be turned back inward with a flathead screwdriver. A Geberit concealed cistern (I believe Sigma model) was installed.
Is this normal?

Which Geberit exactly? Can you adjust the height from above? Maybe it’s just misaligned.
How large are the tile holes? 1x Geberit Sigma and once Omega – both are tilted like this.
I can’t access from above anymore, it’s already fully tiled.
