One option is a semi-detached house project with district heating, KfW 55 standard, but based on the 2009 Energy Saving Ordinance.
Does it make sense to follow the KfW 55 standard with the 2009 Energy Saving Ordinance?

What exactly is district heating?
What are the costs for district heating?
How is the energy delivered to my house?
Which type of energy carrier is used?
Another option is a KfW 70 project based on the 2016 Energy Saving Ordinance using pellet heating.
Does it make sense to choose KfW 70 with the 2016 Energy Saving Ordinance?

That’s all mixed up.
KfW 55 according to the 2009 Energy Saving Ordinance (which was valid until last year) is still valid today. The KfW 55 standard in this form remains recognized and construction continues accordingly.
Where district heating comes from? I don’t know. Ask the provider, since there are many options and energy carriers. In any case, pipes for hot water supply will be installed at the house.
Regarding a KfW 70 project with the 2016 Energy Saving Ordinance: that’s a myth. There has been no KfW 70 under this Energy Saving Ordinance for quite some time. The standard would be the Energy Saving Ordinance 100. If the builder already starts out with such inaccurate information, I would be very cautious. People who still mention something like that nowadays clearly lack knowledge. Even as a layperson, I know this.
Pellets: Many nearby use them in combined heat and power units. It saves on construction costs. However, maintenance is not cheap. My heating system in my single-family home is less expensive. It’s definitely not unattractive though, as it also saves space inside the house. Everything has its pros and cons. Personally, I wouldn’t consider it; I would want a house that is self-sufficient. But everyone has to decide individually. Price-wise, as mentioned, it’s quite reasonable – many families around me in semi-detached and detached homes appreciate this, especially young families with children.
If you don’t know what the Energy Saving Ordinance is: Use online search engines.
Look up the term and inform yourself.
You don’t need us to teach you the basics of building knowledge; you can research that yourself.

It seems these are homes built by developers. They build according to certain standards. You would have to pay the respective purchase price based on the building specifications.
Doing nothing... hmm. I don’t think so. That never helps in the long run.
