I want to install a central ventilation system that draws air from the living spaces, dries it, and then expels it back. Essentially, the air should just be recirculated. I do not want to use fresh air from outside. The device should only dry the air. Does such a ventilation system exist?

Such a ventilation system does not exist, especially if you want a central solution. If anything, a controlled mechanical ventilation system with heat recovery is used. Alternatively, for a decentralized approach, you could consider a dehumidifier or an air conditioner. But regardless of the method, keep in mind the condensate drainage. With high humidity, this can amount to several liters.

However, if I understand your question as trying to "avoid humidity in winter"... in winter, normally—unless you have a general moisture problem in your house (e.g., a leaky roof, damp walls caused by rising moisture, etc.)—the indoor humidity is not high. Almost everyone experiences low indoor humidity in winter due to heating air inside and cold air outside. I have never heard of humidity being too high during winter.
