I want to install a central ventilation system that draws air from the living spaces, dries it, and then expels it back. Essentially, the air should just be recirculated. I do not want to use fresh air from outside. The device should only dry the air. Does such a ventilation system exist?

Are you planning your doomsday bunker, or why is outside air not allowed?
The device you are looking for is called a building dryer, but these are usually only available as decentralized units.

That sounds like a standard dehumidifier. We used to have one in the utility room to keep it from getting too damp after washing.

But then I might as well put the laundry straight into the dryer, instead of air-drying it and then having to use a dryer again to remove the moisture?

This can also be done with an air conditioner that has the appropriate function. We will use it in summer to help dry the house a bit faster. We also have a centrally controlled mechanical ventilation system, and it must be said that it dries clothes a little less effectively than we experienced in the older house. Nevertheless, it does its job.

In my experience, dryers are not that good for clothes. Many fabrics shrink or warp in the dryer.
I usually only put towels, cleaning cloths, and some children’s clothes in the dryer.
