ᐅ Is Living Above the Garage Possible?

Hello everyone,
a double garage is planned to be built on a plot, directly connected to the house. Both the garage and the house are within the designated building boundaries according to the development plan. The garage is located at the corner of the plot and immediately borders the property line: to the north, it borders a street (cul-de-sac), and to the east, it borders the neighbor’s property. The neighbor’s house is at least 12 m (39 feet) further east. To save costs, the space above the garage is intended to be used as living space as well. No windows will be installed on the east side facing the neighbor. Is this legally permissible? Or where can it be checked whether this is allowed or not? Thank you in advance.

thank you very much for the link. I have read the articles thoroughly and have come to the same conclusion.

I should add that today I visited the building site and found a house located directly on the property boundary, with a room above the garage that has a window. I cannot say with 100% certainty that it is a living space, but it appears that way to me. I will ask the owner and then also check with the building authority to clarify the situation.
