Hello,
I am planning to build next year. Is it still possible under the current energy saving regulations to build without solar panels?
Some construction companies offer the option to compensate with additional insulation instead of using renewable energy.
However, my builder says that this is not possible.

Yes, it is generally possible with better insulation.
We have done the same. We use a gas condensing boiler without solar. However, we have a ventilation system with heat recovery. This way, we also achieve KfW 70.

We are building like Jochen:

good quality masonry, no insulation, air-to-water heat pump, without solar panels, photovoltaics, or ventilation, and easily achieve KfW 70 standard, tending towards KfW 55.

Have an air-to-water heat pump compared to a regular gas heating system. Beforehand, check with your utility provider how much the gas line connection will cost. In some cities, the cost of connecting the gas line equals the extra cost of an air-to-water heat pump—and you also save on the annual visits from the chimney sweep.

The idea of an air-to-water heat pump might not be a bad one after all.
With a living area of 90m² (970 ft²), it doesn’t have to be very large. Can someone tell me what the electricity consumption is like with an air-to-water heat pump system?
I probably can’t do without the chimney sweep anyway, since I wanted to have a fireplace.

We are building according to the 2009 Energy Saving Ordinance. Only with a gas boiler. No solar panels, photovoltaics, controlled ventilation system, heat pump, etc. For this reason, the house must be insulated so well that the so-called 15% rule is met. Your energy consultant will be familiar with this rule.
