At least the fire department found us recently when our basement was flooded. There is no general access to everything. Nowadays, many people can access a lot of information; for example, you can already view land parcels online, use Google Earth, and much more.
The quickest way is probably to ask local residents... even faster if the house number is clearly visible.
An emergency situation cannot be planned; it always happens differently than expected. That is often exactly why it becomes an emergency.
You should never assume that emergency services or any authority, not even the tax office or the police, have automatic access to everything, especially quickly and at night.
In an emergency, such information should be as clear and easy to find as possible for responders on site.
Speaking of flooding... and the fire department...
From my experience in emergency services, GPS navigation and geo-routing provide you with a route from your starting point to your destination. However, the destination is usually just a street within the city. The house number should, hopefully, be included in the dispatch message. Finding the exact address often relies on visual cues: we have driven through residential areas at night, using the ambulance headlights or a flashlight to spot small house numbers on garages or mailboxes. A general regulation specifying the size of house numbers and their mounting on the building facade would be very helpful...

But as you already mentioned, sometimes the control center has to assist by accessing plans or running software, while other operations are running simultaneously, among other things.
Depending on the location, radio and sometimes network problems still occur, or there might be a newcomer on the microphone, or it might be a hectic situation.
There are always people involved, so there are many sources of error—even at the vehicle on site, where darkness, stress, etc. add to the challenge, and ultimately a rear building or large trees and so on. People working in such emergency professions, especially during night shifts, are familiar with this problem.
I am not always a fan of regulations, but here I would even prefer a DIN standard as a requirement.
The searcher’s eye has it much easier when it knows exactly what to look for and how it should appear. For that reason, and also out of self-interest, I will make sure the number is quickly and easily visible—while hoping that such an emergency never occurs.
