ᐅ Height of perimeter insulation above gravel layer

Hello, first post and probably a beginner question ;-)

I had my basement waterproofed by a company, and soon the facade will also be renovated and insulated.
The work on the basement is mostly complete, only the interlocking blocks and the corresponding gravel / sand are missing.

The company installed the perimeter insulation quite unevenly (in terms of height). In some areas, the insulation boards are located below the currently filled gravel.

Now my question: Are there any guidelines on how high the perimeter insulation should be installed? My plasterer said ideally about 10cm (4 inches) above the final height of the interlocking blocks.
I had discussed this with the company manager as well, but the workers have now left and the insulation is still roughly at the gravel level.

what type of facade insulation is planned?
And who designed all of this?
Usually, someone should have considered how the transition between facade insulation and perimeter insulation should be handled.

the facade will be insulated with an external thermal insulation composite system (ETICS) of 140mm (5.5 inches) on the sides and 100mm (4 inches) on the front and back. The base area will also be insulated with 100mm (4 inches). This was coordinated with the plastering company. As discussed, the perimeter insulation should extend 10cm (4 inches) higher than the masonry blocks.
I have communicated this accordingly to the construction company.
My question is whether there are any regulations regarding this.

Of course, there are guidelines and standards. For example, DIN 4108 (thermal insulation in building construction), DIN 18195 (building waterproofing), the Energy Saving Ordinance, as well as guidelines or application instructions from external thermal insulation composite system (ETICS) manufacturers, etc.

The question is how the transition between perimeter insulation / facade insulation and the base detail was planned. Someone must have given this some thought. And if it was planned and agreed upon, for whatever reason, that the insulation should have a certain height, then your contractor must also adhere to these agreements, unless they are violating any regulations. Is there no contract or scope of work?
