If you still decide to get it, the windows should be closed.
However, I expect similar or even better drying results if you don’t buy the device and instead ventilate properly.
Proper ventilation means: warming the rooms, then airing them out thoroughly by opening windows briefly, and repeating this regularly. Ideally, 5-6 times a day.

Sorry, this has to be said. Please don’t take it the wrong way what I’m about to write! Made my day :-p especially since you’re a guy :-) and asking questions like these.
Regarding 1) Why wouldn’t it work? Do you think your thin wallpaper prevents the wall from drying?
Regarding 2) You can also keep the window fully open. If you really want to blow energy = heat outside and pay a lot for construction electricity, that’s your choice.

If ventilating isn’t enough, talk to your shell builder or screed installer. They can lend you a professional unit for cash. But these devices use a lot of electricity, so don’t overdo it.
