ᐅ Are these patio slabs still salvageable? They are only 2 years old!

We are redesigning our garden, and since I can’t spend a lot of money right now, we will probably buy good used patio slabs. I was offered the ones in the picture below; I hope the upload works.
According to the seller, these are expensive branded slabs that are less than 2 years old. As you can see, the coating looks terrible. A coating is not necessary on a patio slab, many don’t have one at all. So my question is: Can the remaining coating be easily removed, either mechanically by sanding or with a chemical? My goal is just to make the surface look nice again, with or without the coating. As it looks in the picture, it’s obviously awful.

I don’t see any damage in the picture. I believe this irregular pattern of light and dark areas is simply the design of the panels and not a defect. The glossy coating on the right side of the image still looks completely intact.
