I would like to build a roof terrace but have no experience with this. Therefore, I have a few questions for you experts.
Do I need a building permit / planning permission for it? Can it be built by myself, or is it better to have a professional do it? What should I especially pay attention to during construction?

You want to change the intended use.I wouldn’t feel confident assessing the structural engineering or ensuring the waterproofing is done properly so that everything is really watertight. In theory, you can do almost everything yourself (except the structural calculations and the building application).
Hmm, okay. No, it was not part of the original building permit / planning permission application. Thanks for the reply. Hopefully, I will get it approved.

I would first take a look at the development plan (if available) or check around the neighborhood to see if there have been similar "projects" already.
Additionally, you may need to consider setback distances from the neighboring property.
It is also definitely helpful to visit the local building authority to make an informal inquiry about what they think of your idea...
