Bi4Hello,
we have a precast concrete basement (double-walled precast elements filled with cast-in-place concrete), which is sealed on the outside with black waterproofing compound and insulated with 10cm (4 inches) of perimeter insulation.
We now want to set up a small office and a guest room downstairs. Both rooms have underfloor heating.
Can I simply prime and wallpaper the walls? Or will we eventually have a mold problem?

I would choose a paper-based wallpaper or simply paint the walls.
From our experience, non-woven wallpapers do not allow moisture to escape from the wall. Vinyl wallpapers behave similarly.
Therefore, for our new build, we decided to use paper wallpapers in the living areas for the first few years.

although the question is a few days old, maybe the answer can still be helpful...
As already mentioned, paper wallpaper is probably recommended if there is still residual moisture.
What do your basement walls look like? Have they been plastered yet? We had to sand one side of the interior basement walls before we could prime and wallpaper.

about two weeks ago, I finished our office/guest room in the basement... We applied putty, primer, and then installed Erfurt fleece textured wallpaper... Our basement was built in March 2014.
