Good evening, I have a question about an extension. Is a building permit / planning permission required for a small extension of about 20–25 m² (215–270 sq ft)? The plan is a modest solution for a new bathroom in an old house. The state is Saxony.

Yes, of course. Or do you think you can build 25 sqm (270 sq ft) now, then next year, and again in three years to avoid getting permission for 75 sqm (810 sq ft)?
You need to go all in from the start.

I don’t want to bypass anything.
But I’ve heard that up to 30 m² (about 320 square feet) is exempt from requiring a building permit / planning permission.

Buildings up to 75 cubic meters (2,649 cubic feet) gross volume are exempt. But you’re not constructing a single building (like a garden shed or similar). That’s the difference. You can check your local building regulations.

A detached outbuilding, of course, not an extension attached to a residential building.
