Certain spots on the exterior masonry of our house are consistently damp. Recently, these wet areas have also become visible on the inside walls. They do dry out during extended dry periods but always reappear when it is humid or rainy. The flat roof is already insulated and fully covered, with only the parapet still missing. I’m not sure whether the issue is related to the roof or the masonry. Do you have any advice on what might be causing this?
We plan to start with the exterior rendering soon, but I believe action is needed before that.
I appreciate any feedback or tips.

The blocks on the wall plate look like drainage points to me, meaning the roof slope leads there or, if no slope has been created yet, this is currently the weak spot where water can pool on the roof. Then the water runs through and down the facade.
If this is correct, the conclusion is: a temporary problem, but before applying the exterior plaster, a (temporary) drainage system must be installed, otherwise it will damage the plaster.
P.S.: Is a parapet wall going to be built on top of the wall plate? Or do you only mean the missing flashing?
