ᐅ Ventilation of Prefabricated House Exterior – Should It Be Sealed or Replaced?

maybe someone here with experience or ideas can help me:
I want to close/seal the ventilation inlet of my exterior facade (see the following picture)
because due to the terrace waterproofing and covering, it would pass through this ventilation opening. I plan to install circular ventilation holes spaced evenly along the wall to maintain the necessary airflow (roughly drawn here as an example):
Now my question:
Is this even possible, and would the new circular holes provide essentially the "same" function as the current one? I am concerned about air circulation and possible moisture buildup due to insufficient airflow.
