ᐅ Is the handover shaft present, or is an inspection shaft required?

Today, we received the first quotes for installing the wastewater and sewage pipes.
Regarding the matter:
We have a new construction project.
Currently, there is a transfer manhole located in the driveway.
The wastewater pipes come in at two points (middle of the gable and middle of the house front).
The quotes include a maintenance manhole where the two pipes meet, and from there, about 4 meters (13 feet) of pipe lead to the existing transfer manhole. This maintenance manhole alone is estimated to cost around 1,400 EUR, plus backfill material and excavation disposal (because the clay soil is unsuitable).
My question is whether the maintenance manhole is really necessary if there is already a transfer manhole on the property. I would prefer not to have two covers sitting in the driveway.
