ᐅ Topcoat plaster is slipping (not setting properly) – what is an appropriate retention amount, approximately?

The work on my little house is coming to an end, but unfortunately last week, during continuous heavy rain, the topcoat on one gable facade started to detach in several strips and slipped off.
Construction: base coat and topcoat on aerated concrete blocks.
Base coat: mineral fiber lightweight render, topcoat: silicone resin render.
The builder intends to record the damaged render as a defect during the upcoming house handover and plans to re-plaster the entire gable wall next spring (removing the topcoat).
How much should my retention (deduction from the corresponding payment) be?
The payment for plastering (base coat and topcoat) is 7,000 EUR.
Re-plastering is required for the ground floor and the gable (one facade).
Gross surface area approx. 50 sqm (538 sq ft), 4 windows + 1 door.
What would be a reasonable retention? 2,000 EUR? Less?
I would appreciate an estimate.

Do you have a contract according to VOB?
You can claim double the costs for rectifying the defects.
I would calculate the total amount per square meter based on the damaged square meters, plus the cost for removing the existing plaster, and then multiply the whole by two.
