ᐅ Soundproof windows or roller shutters?

Hello,

We have windows from 1992 without external blinds or shutters throughout the house.
Now, in the upper floor (bedroom), the street about 150 m (500 ft) away can be heard a bit too loudly in the mornings.
The noise definitely comes through the window. Otherwise, the windows seem to be in good condition, no drafts, etc.

Now the question is:

1) Keep the windows and have external blinds or shutters installed?
2) Buy new windows and skip the blinds or shutters?

Which option is better for keeping noise out?
Which option is more expensive?

If the windows are still in good condition, I would recommend roller shutters, as they can completely darken the house and provide burglary resistance.

Are there any exterior roller shutters that have at least 10cm (5 inches) distance from the glass (minimum requirement for sound insulation)? On the upper floor, there is no longer any brickwork, meaning the window is almost flush with the (wood) facade...

Windows, because they keep the sound outside even when the roller shutters are open.

Hmm, I’d guess windows (especially if you install new windows and roller shutters at the same time ... ).
