Hello,

we are currently considering buying a mid-terrace house and have a specific property in mind.
We have now also received the building specification and came across the following statement:

Thermal insulation
The thermal insulation complies with the Energy Saving Ordinance 2014 (Energieeinsparverordnung 2014).
The energy performance certificate will be handed over upon occupancy.

What I specifically miss here are the classifications that used to exist. Does building according to the Energy Saving Ordinance 2014 really mean that it is as energy-efficient as, for example, the previous KfW 70 standard? What are the minimum requirements?
Also, it seems to me that the Energy Saving Ordinance 2014 system is not yet taken into account at all by the KfW bank?!?

Ask about the wall construction, materials, insulation thickness, roof structure, underfloor insulation, windows, etc.
Installed heating system, ventilation concept, whether it’s a homeowners association or not, garden orientation.
Once you know all this, you can better assess whether it’s your dream home or not.

No, it has been in effect since 01/05/2014 (May 1, 2014); only some of the regulations come into force starting 01/01/2016 (January 1, 2016).

No, the Energy Saving Ordinance 2014 already applies to all building permit / planning permission applications submitted since May 1, 2014, but essentially the current regulations are comparable to the limits set by the Energy Saving Ordinance 2009. Stricter limits will only apply starting January 1, 2016. In other words, there are effectively two different standards depending on the date. This means the future limits were established in advance without the need to create a new Energy Saving Ordinance 2016, which has provided planning certainty for the coming years.

However, a professional is probably better equipped to explain this comprehensively and accurately.

Well, that was my point (or rather the one I wanted to make): Nobody is stopping you from building today according to the stricter 2016 standards.

What probably won’t be the case here, though.
