we are currently considering buying a mid-terrace house and have a specific property in mind.
We have now also received the building specification and came across the following statement:
What I specifically miss here are the classifications that used to exist. Does building according to the Energy Saving Ordinance 2014 really mean that it is as energy-efficient as, for example, the previous KfW 70 standard? What are the minimum requirements?
Also, it seems to me that the Energy Saving Ordinance 2014 system is not yet taken into account at all by the KfW bank?!?

The thermal insulation complies with the Energy Saving Ordinance 2014 (Energieeinsparverordnung 2014).
The energy performance certificate will be handed over upon occupancy.

Building Insulation
The upper floor ceiling of houses with gable or mono-pitched roofs will be insulated on the upper side according to the energy-saving regulation calculation. For houses with flat roofs, the insulation is integrated into the roof structure as a warm roof with block-style parapet or inverted roof with continuous parapet and extensive green roofing.
The exterior walls will be fitted with an external thermal insulation composite system based on planning and the energy-saving regulation calculation (based on the 2014 energy-saving regulation), with plaster texture and color tint according to the architect’s color concept.
The basement exterior walls facing the ground will be insulated with thermal insulation boards of the required thickness. On the ground slab, thermal and impact sound insulation will be installed beneath the floating screed.

The stricter requirements of the 2014 Energy Saving Ordinance come into effect only in 2016, so they do not apply to a building permit / planning permission submitted today.
