Does anyone know the details of how the "previous year period" for the 80% maximum limit is determined for new constructions where no data from the "previous year period" is available? Please also provide a source if possible.

Thanks in advance.

"Not at all" is incorrect, at least if you already had a contract with a utility provider in September 2022. The 80% figure is based on the estimated annual consumption of the advance payment for the mentioned month.
It's unfortunate for those who are only now signing a contract with a utility provider. The same applies to electricity as well.
Gas currently costs 20 cents per kWh here, while electricity has risen to 48 cents per kWh. The heat pump will need to last a long time for it to be worthwhile eventually 😉

PS:
With the brake, the trend seems to be even more strongly towards gas.
