ᐅ Garage or Workshop for 5 Cars – How Should I Approach This?

I currently rent an apartment but am a big car enthusiast and therefore own two small classic cars. I don’t have a proper place to store them, and I might be adding a third one soon.
I have decided to either build or buy a storage space for my vehicles. It should be something of my own, so renting is not an option since I plan to keep the cars for many years, and I think buying will be more economical in the long run. Ideally, the space should fit five vehicles.
I’m hoping you can give me some good advice on how to approach this. Should I buy five individual garages, for example in a garage complex? I guess it might be cheaper to buy a small garage building instead. Electric power is generally not a must.
I can also imagine building something myself. Is there any reason not to buy a small, inexpensive plot of land in a less desirable location and build something on it? For example, you can get used prefabricated garages quite cheaply on classified ads like Ebay Kleinanzeigen. If I want to place them on a plot, does the land have to be officially designated as building land / a building plot? Would I need to have a foundation poured first?
As you can tell, I have no experience here. I appreciate any kind of input!

What is your financial situation like? Do you have any equity?
What is your budget?

Additionally, a building like that would first need to be approved. It is quite possible that for a hall of that size, you would have to look more in the direction of a commercial or mixed-use zone. Others might have more experience with that.
Maybe it’s worth considering a completely different approach.
The company group I work for also includes a small business that deals with classic car sales and refurbishment. For this, they recently purchased a former supermarket at a reasonable price. The door was removed and replaced with a roller shutter. Perhaps a small, existing commercial property like that could be an option for you as well.

An existing small commercial building or an existing hall or barn would actually be great, even if it’s up to a half-hour drive away. But when I look on property portals, it's hard to find anything under 25,000 without it looking quite run-down, especially if I want space for up to 5 cars. Maybe my expectations are off, but that seems like a lot of money. I wouldn’t even need an electrical connection, but the roof shouldn’t collapse over my cars.
What do you estimate it would cost to pour a street-level concrete foundation on an area of, say, 50 m² (540 sq ft)? And would I have to connect to a sewage system as well? Maybe I could buy a small, cheap plot of building land in a less desirable location. Used prefabricated garages are actually quite affordable. Are these usually anchored to the foundation? Would it be difficult to get a building permit/planning permission for a small lot with 5 garages side by side? I really have very little knowledge about this topic : D
