ᐅ First heating cost statement/move-in in a multi-family building? Which meter reading?

I moved into a new condominium in a six-family house (new build) in June.
All the apartments have underfloor heating.
The heating system consists of a pellet boiler and solar collectors for hot water.
During the construction phase in spring, the underfloor heating in the apartments was running!
At the handover of the apartments, the heating meter reading was not recorded!
The meter in my distribution cabinet was even switched off! The display showed something like "switched off."
We returned the remaining pellets (the developer filled the tank during the construction phase) to the developer and were reimbursed.
Now I am wondering:
- If my heating meter (I have not turned on the heating since moving in about six weeks ago!) shows a meter reading from the construction phase, do I have to pay for this in the heating cost statement even though I did not actually consume the heat?
The meter readings for electricity and water were recorded at handover, but not for heating!
Am I misunderstanding something, or how is the first heating cost billing usually handled?

What does the property management say, the one who prepares your heating cost statement and works for you?
Have you at least read the heating meter yourself?
There is a billing period (usually a calendar year), which should start for you upon handover, unless otherwise agreed in your contracts – for example, floor screed heating is paid separately by the buyer.

You actually answered everything yourself in the post. Heating was used during the construction phase, and the pellets were provided by the developer. The remaining pellets after moving in were returned. So where is the problem?
The housing community now purchases the pellets for YOU after moving in. Costs start to incur only from this point, and the meters for each apartment are activated. What was used during the construction phase did not cost you anything.
