Hello, a construction company is offering us a ventilation system with built-in exterior wall air vents installed flush in the exhaust rooms. Is this legally required (according to the state building regulations), and is it useful? The idea is that fresh air should flow in due to the resulting negative pressure... but what about the heat loss of the house if I have air vents everywhere?!

According to the state building code, ventilation systems are only mandatory in interior rooms without windows (bathrooms, toilets).

If you have air vents everywhere, a central ventilation system with heat recovery would be more advisable.
It is important that the planned air volumes are included in the heating load calculation. Otherwise, there can be unpleasant surprises.

Who can advise me?

Well, maybe not everywhere. The air vents are planned in the exhaust rooms: kitchen, guest toilet, bathroom, and utility room. The indoor air is supposed to be continuously renewed this way. Who performs a heating load calculation? And who can I contact to check if the planned air-to-water heat pump is the right one?!?

So, it is indeed a standard mechanical ventilation system with heat recovery. Usually, the supply air is also delivered to the individual (supply) rooms through ducts from the ventilation unit. Having a building "peppered" with numerous supply air openings is somewhat unusual.

This is not unusual, but completely normal for a decentralized mechanical ventilation system with heat recovery.
